Administrators will be able to configure who has access to create issue boards in the access control section of the project settings page.
Under access control on this page you have “Create new issue board”.
Click on it.
A list of who can create and Edit access will appear.
Click the Edit access button.
Define access for member(s) or team(s).
Under the member(s) or Team(s) you have selected will appear.
Under access you choose between Can create and Not allowed.
Press the save button.
